TL;DR
  • ChatGPT is now classified as a 'Very Large Online Search Engine' under the EU's Digital Services Act (DSA).
  • Reddit and Roblox also received the same designation and must comply by December 2026.
  • The DSA requires stricter transparency about recommendation algorithms and prohibits targeted ads based on sensitive user attributes.

The European Commission designated ChatGPT, Reddit, and Roblox as 'Very Large Online Platforms' under the EU’s Digital Services Act (DSA), a regulatory framework for major online services. The designation applies to platforms with at least 45 million average monthly users in the EU.

Under the DSA, these platforms must comply with heightened transparency and risk-mitigation requirements by December 31, 2026. The rules include restrictions on targeted advertising based on minors’ data, sexual orientation, religion, ethnicity, or political beliefs, as well as mandatory disclosures about how recommendation algorithms operate.

Henna Virkkunen, EU executive vice-president for tech sovereignty, security, and democracy, stated that the new designations reflect the platforms’ large societal impact and require higher scrutiny and accountability in the EU.

The DSA’s obligations for 'Very Large' platforms also encompass measures to mitigate risks related to illegal content, user mental health, and potential harms to minors, among other concerns.
