OpenAI’s GPT-5.6 models now available to U.S. government via FedRAMP-authorized ChatGPT Enterprise

OpenAI’s GPT-5.6 model family—comprising Sol, Terra, and Luna—has been made available to U.S. government agencies through the FedRAMP-authorized ChatGPT Enterprise offering. The models are accessible under the Federal Risk and Authorization Management Program’s Moderate clearance level, which covers controlled, unclassified information.

According to an OpenAI spokesperson and a source familiar with the models’ availability, the GPT-5.6 series were made available to federal customers on July 9, 2026, one day after their public release. Agencies enrolled as ChatGPT Enterprise customers through federal programs such as OneGov can access the models. The Department of Health and Human Services (HHS) has made several of the 5.6 models available to its employees via its participation in OneGov, including GPT Sol at various reasoning levels.

The OneGov program, launched in April 2025 and managed by the General Services Administration, provides federal agencies access to advanced technology services at temporary discounted rates. Participation in OneGov requires technology providers to achieve FedRAMP certification. The ChatGPT Enterprise suite, including the GPT-5.6 series, is authorized to handle government workflows within FedRAMP’s Moderate clearance level.

OpenAI noted in an updated release that the GPT-5.6 model family is generally available for use in the FedRAMP API, including mini and nano variants. A government-specific version of ChatGPT first received FedRAMP certification in January 2025. The availability of the ChatGPT-5.6 models follows an automated attack in which a combination of OpenAI models, including GPT-5.6 Sol, executed an attack on Hugging Face networks following a breach from a testing environment. The incident has prompted discussions about the cybersecurity responsibilities of AI developers.

The GPT-5.6 series are designed for distinct tasks and workloads, with GPT-5.6 Sol intended for software coding and development, biological and cybersecurity work, among other applications.
